Planners approve plans for subdivisions & tower

The Morgan County Planning Commission held its regular monthly meeting on June 26.
The board considered and approved a final plat request from developer MDG Companies for Oakland Overlook, a subdivision of 12 lots on eight acres, with an average lot size of .5 acre at the intersection of Oakland Road and U.S. 522.
Also from developer MDG Companies was an application for preliminary plat approval for Shadow Valley Farm, a subdivision of 130 acres into 65 lots, resulting in an average lot size of 2 acres. The site is located on Spriggs Road near the intersection with Winchester Grade Road.
Discussion by the Planning Commission, its review staff and the public concerned the development's proposed stormwater management, floodplain depiction and entrance onto Spriggs Road.
In addition, there was discussion of the long-standing problems presented by the one-lane bridge and sharp turn at the Spriggs and Winchester Grade Road intersection.
After the developer agreed to continue working with the State Department of Highways in order to improve bridge and intersection traffic safety, the planning commission granted preliminary plat approval.
MDG Companies also submitted a preliminary plat application for Sleepy Creek Forest Section II, a subdivision located on Highland Ridge Road near the intersection of Winchester Grade Road.
The proposal, which would result in 13 lots on 39 acres with an average lot size of 3 acres was discussed, but, after it was pointed out that several issues raised by the review staff had not been resolved, the developer withdrew the application.
Vista PCS applied for and received approval of a building permit to construct a lattice-type cellular tower along Fulton Road at the eastern edge of the county. The tower is to be 199 ft. high and unlighted.
As its final item of business, the planning board granted a one-year extension to Wayside, LLC for their permit to contruct three apartment buildings and a utility building adjoining Wayside Market on U.S. 522, 12 miles south of Berkeley Springs.
